The problem stems from the new command bar in the Windows 11 File Explorer. It allows users to copy, rename, share, delete and cut folders and change the view. Microsoft says the new tool has a bug that is impacting performance through a memory leak. This bug is caused by the command bar making calculations that are not needed when users jump between folders. Microsoft says this means there is a dip in performance. This problem is also observable when selecting a file using drag. Microsoft is rolling out Windows 11 build 22478 to Insiders to fix this problem. This means end users on the RTM build will get the fix in the coming weeks. In the package, Microsoft says there is a fix for the “root cause of performance issues”.

As this is still a Dev Channel update, it will not arrive to the stable channel until November, and it could be later. Unfortunately, there is no active workaround for the problem. So, until the fix is widely available affected users should revert to Windows 10.
